Few reliable sources on the city are available, and those that are cover essentially the same information as is present in this section of She Zhijiang's page. Delete - From a WP:NPLACE perspective, there may be enough for this housing development to meet WP:GNG but it's misleadingly written as a city, when it is an important but still legally-unrecognized neighbourhood in Shwe Kokko. Agreed that no need to merge as no referenced info on here isn't on She Zhijiang's page or on the Shwe Kokko page. Suggest possibly turning into a redirect to Shwe Kokko's Yatai New City section.
