Since you asked, the Vagrancy Act of 1824 made it illegal to tell fortunes. Which you will not find in Wiki's article, by the way. It was twice used against Alan Leo, the second time successfully, which many believe hastened his death in 1917. Leo's actual name, for example, was William Allen. "Alan Leo" was itself an alias.

Sepharial, along with many other astrologers of the day (Charubel, Aphorel, many others) used pseudonyms. As they made no other attempt to hide, this was largely symbolic. Your lack of knowledge is due in large measure to Wiki's rigorous suppression of astrology. So far as Wiki itself is concerned, most of us who are knowledgeable in this field have already been badly burned and are now suppressing our identities and increasingly avoiding Wiki altogether.
