I have a google alert for parrot, which led me to a failed report in
google groups, which led me to:

http://testers.cpan.org/show/parrot.html

Looks like we don't have a PASS since 0.4.6 on windows.

0.4.9 has a Makefile.PL, which should get us past the first hurdle in the
recent failures. There are no reports for 0.4.9 yet.

Whoops. This wasn't meant to be a ticket, just an FYI.

I received a "0.4.9 doesn't work ... " CPAN report via email
late yesterday. It apparently hasn't hit testers.cpan.org
yet (assuming that's what is supposed to happen).

Looking through the report, it appears to be lots of failures
dealing with positive and negative numbers very close to zero,
if they aren't in fact negative zero.

I can post the full bug report to this ticket, or we can wait
and see how long it is before it appears on testers.cpan.org .
