[perl #40072] [CAGE] tools/dev/mk_manifest_and_skip.pl requires svn

svk should also be usable with this tool.

The use of the 'svn' binary is hardcoded, and the script pokes into
the '.svn' directories.

Resolved as of r17538. The fix included as a side effect the MANIFEST
now including Added and Deleted (but not committed) files.
